Important Message – Review of the agency component of the rate of NHS FNC in England

This study continues the critical work being undertaken by the Department of Health in the sector and provides an important opportunity for you to take part and influence. I am therefore writing to encourage you to participate in the forthcoming key phases of the study through the planned survey and focus group events. Please find below further information including how you can get involved.
Mazars are carrying out an independent study consisting of a data collection survey and a series of engagement sessions with operators and their representatives to understand the key drivers of the usage and costs of registered nurse agency staff. The study’s focus is on gathering data and building an evidence base on the use of agency staff by nursing homes. Mazars’ terms of reference do not include making a recommendation on the agency component of the rate.
he confidential survey will be issued by an email entitled “Important – Mazars’ Survey” to all nursing homes in England on Monday 21st November 2016 with a two week completion period for return on 5th December 2016. This completion deadline is necessary to meet the Department of Health’s timescales for the study. The survey has been designed to be as practical as possible and has been informed through the preliminary engagement sessions held with the sector. It will be in a user friendly Excel format with comprehensive guidance. Mazars will also be providing a helpline and further guidance on their web-site.
The survey will gather quantitative information on agency usage and costs as well as responses to some questions on qualitative themes, for example arrangements with agency suppliers.
Mazars are happy to email a group contact for central completion of the data if care home groups would prefer this route.
Focus Groups
There will be four focus group events with operators and their representatives covering the North, Midlands/East, South and London. These can be joined in person or by teleconference. The sessions will provide an opportunity for focused discussion on the drivers of agency usage and costs and on good practice by operators in managing agency costs.
Mazars has issued a separate invitation to the focus groups which is attached to this communication which provides further detail. The arrangements are provided below for ease of reference. Please note that these sessions are part of Mazars’ independent study and are an opportunity for the sector to engage directly with the Mazars’ team.
